Rate limits

Limits are per key: 120 reads (GET) and 30 writes (every other verb) per minute. On a 429, wait the Retry-After seconds. Some endpoints carry their own tighter limit as well: POST /monitors/analyze allows 6 a minute per caller and 12 a minute per team.
